Use case: some party upstream (source network, SK equipment) wants to broadcast a message like

a diagnostics message such as "memory full" or "pruning old data"
"something has happened" - something that is not directly an alert related to a SK key

The UI should be able to show the message and the message should end up in a capture of the delta stream.

This makes a lot of sense and would be a useful mechanism, considering that most SK devices will be black boxes and sensors.

Probably add a category to vessels.uuid.notifications, maybe system
