Modified url in explanations to a fictional value

rather than the real location of schemas

https://signalk.org/specification/

The purpose is to disassociate the explanation of version numbers from any actual releases and also to prevent any accidental overwriting of version numbers when docs are automatically updated by code. Also shows version numbers in the correct format.
