Toelichting (niet verplicht) is wél verplicht bij statuswijziging van "Verzoek tot heropenen" naar "Afgehandeld" #164

Describe the bug Toelichtingsveld should be mandatory but text says it is optional. An error message is displayed after saving without entering text in this box.

To Reproduce Steps to reproduce the behavior:

  1. Open a signal with the status "Verzoek tot heropenen"
  2. Click on the pencil to change the status
  3. Choose status "Afgehandeld"
  4. Box shows message "Toelichting (niet verplicht)", leave this box empty and press "Opslaan"
  5. An error message appears "Bewerking niet mogelijk. Deze wijziging is niet toegestaan in deze situatie."
  6. Repeat steps 2 and 3. This time type some text in the Toelichting box. Press "Opslaan". Now, the Signal is correctly saved

Expected behavior The box Toelichting should be mandatory when the status of the Signal is "Verzoek tot heropenen". The text "niet verplicht" should be removed.

Getest op 2.4.1, niet opgelost. Van status "Verzoek tot heropenen" naar status "Afgehandeld" zonder toelichting geeft een foutmelding. Dit terwijl er bij het toelichtingenveld staat dat het om een niet verplicht veld gaat (en dat klopt, maar blijkbaar is het op de achtergrond wél een verplicht veld). Toelichtingenveld mag niet leeg zijn.
