This pull request configures:

Continuous deployment to Fly.io with Postgres attached (we can attach storage as well for files migration)
Github actions to do the deployment
Dockerfiles and docker-compose.yml to run backend and associated services locally
Adjusts the config to support running in Docker OR standalone locally. Prefers DATABASE_URL environment variable if set.
