Add filters to exclude field choice page #526

So the page /datasets/field_choices/ . Because there are so many field choices, it's hard to get to the one you want. The proposal from #340 is some kind of filter/search functionality.

However, @ocrasborn indeed we won't do this until some kind of 'ship with money' comes in.

With the introduction of the FieldChoiceForeignKey model, this might need rephrasing how this ought to work. The intended datasets/field_choices page has them grouped by category (This is not visible to non-Dataset Managers)
