Create a strategy for managing progressive publication of articles on a per-class basis

Not all classes will progress at the same pace, and not all classes of the same year will have the exact same schedule.

See whether the config system is enough (i.e. include a topic and exclude articles, or include individual articles...), or whether we need more. Also related to #21.
