I can't get vanilla flowers from bonemealing grass anymore

Expected Behavior

When using bonemeal on grass block I expect a mixture of flowers with possible flax and fluff thrown in the mix.

Actual Behavior

I only get flax or fluff, depending on the biome and grass.

I made a flower/dye farm in a flower forest. Only getting flax and grass. (Using Mizuno's texture pack) Also, I am on a server with my fam, but no edits to anything has been made on files. Don't know how to anyway.

Steps to Reproduce the Problem

1. Go to Grass Block
2. Use Bonemeal
3. Get Flax
