Cannot disable generation of individual gems/ores

Expected Behavior

To have an option to disable generation of each gem/ore in the configuration.

Actual Behavior

Configuration only provides and option to disable all gem/ore generation for the entire dimension. When Silent's Gems is used with Druidcraft (same issue reported with them), both mods generate Amber and Moonstone ore, thus adding unnecessary duplication of ore.

Steps to Reproduce the Problem

1. Add Druidcraft and Silent's Gems to pack and start Minecraft
2. Edit druidcraft-server.toml so rarity for Amber and Moonstone Ore are set to 0
3. Start Minecraft and create new world
4. Druidcraft still generates Amber and Moonstone Ore and rarity is set to 1 in config file (TellMe block stats attached)
