Forge Mod Loader (FML) 39 is for Minecraft 1.18.1. You need to either download a version of the mod for the Minecraft version you have, or update to a newer version of Minecraft.

Also, please follow the issue template next time. I can deduce you are running Minecraft 1.18.0 or earlier, but that's about it.
