I am having an issue where d3dx_user.ini isn't being created or updated. I am running gimi as admin already. if I manually create the file, I can try to force it to update with f10 but, where it works or not is inconsistent.

It doesn't create or update it every time as far as I remember- It is meant to save the values between play sessions, so the only time it NEEDS to save data is when you close the game so the next time you start it up it has persistent data. Is that the case for you?
