Number of background definitions remains unchanged when creating new config #8

When creating a new config, there should be an arbitrary amount of
background definitions - for example 2 or 3 backgrounds.

This has been set to an arbitrary count of 2 - UNLESS a value for "bgCount" has 
been
set in tintwizard.conf.
