Add SHA384withRSA to the list of allowed signing algorithms in CS.cfg #497

Support for SHA384withRSA was added in Dogtag in June 2016 with dogtagpki/pki158bb22 so caCACert.cfg profile allows to use SHA384withRSA. However, it is not yet allowed in CS.cfg by default.

When I checked with last time, it was a simple omission on the dogtag side. This ticket is to add SHA384withRSA to the list of allowed signing algorithms in CS.cfg.
