I've tried seeing if it was a particular record, but it didn't seem to be the issue. I tried running illustrator as administrator on windows 10, didn't make a difference. The xml files placed on the desktop become locked, which I hadn't noticed before. It generates a whole bunch of them one for each attempt at importing.
