Omitted characters in attachment name #252

* What steps will reproduce the problem?
1. Creating and uploading an attachment with the filename : Daily Check's.txt

* What is the expected output? 
I expected that the url to access attachment was : 
http://sites.google.com/site/sitename/pagename/DailyCheck's.txt 
like when using the Google Sites user interface.

* What do you see instead?
I get an attachment accesing at this url 
http://sites.google.com/site/sitename/pagename/DailyChecks.txt 
The ' is missing.

* What version of the product are you using? On what operating system?
1.40.3 and 1.41.1, on WinXP

* Please provide any additional information below.
I attach the code i use.
