Control which users can access Google Apps Offline

What steps will reproduce the problem?
1.We have a strong need to control which users are allowed offline access. 
Would be helpful to be able to control which accounts and which Computers 
can access offline.

What version of the product are you using? On what operating system?

Not related to the Java client library.  I'm not sure if that functionality 
exists.
