Allow OAUTH_TOKEN_SECRET_KEY to be an empty string, needed for OpenID+OAuth #316

When sending OAUTH_TOKEN_SECRET_KEY for hybrid OpenID+OAuth, we need to allow 
an empty string. See 
http://step2.googlecode.com/svn/spec/openid_oauth_extension/latest/openid_oauth_
extension.html#rfc.section.11
