The "test" that generates signatures creates NWB files under DATA_PATH/nwb2. However, if SILVERLAB_REGEN_NWB is not set, it looks for files under DATA_PATH. This is probably a holdover from when we were comparing against the NWB1 files and should also be changed to DATA_PATH/nwb2 as above.
