Flag and Team - Removal and Resettle. #35

Find a way to create a system where inactive teams can either be destroyed or removed from the game. Also at the same time allow players to uproot and resettle if they don't like their original base location.

Admin can remove flags but players cannot. Not adding the ability to resettle on your own just by admin powers only!
