Because I don't see the tool. Is it supposed to be a .exe? I have extracted the .zip.

The modding tools are part of your purchased game, but you need to install them separately. In Steam you're able to switch between games and tools in your library. You can install the modding tools from there.

Um, where in the library can you find the modding tools? Sorry, I am not very quick to learn

At the search bar, you can select Games and switch to Tools. See the below image.

For help with the modding tools I suggest you join the official A Hat in Time Discord. There are some channels available for modding. The developers of the game are active there too.
