Figure out the best framework for handling translations in the project.

Some key points:

Compatible with Angular, obviously.
Translating static text in HTML templates.
Translating data formatted by pipes.
Translating text from the json files (items, spirits, seasons, etc).
Translating text in code, such as alerts.
