N64 audio pitch decreases randomly (maybe others) #395

What steps will reproduce the problem?
1. Load N64 game.
2. Play N64 game.

What is the expected output? What do you see instead?
I expect audio to play at the correct pitch. Instead, the audio randomly lowers 
by around 2 semitones.

What version of the product are you using? On what operating system?
1.9.1 Windows.

Please provide any additional information below.
Tested with Super Mario 64. Does not occur in other emulators. Happens even 
when game appears to be at full speed. Not sure if occurs in other games.

When/where does this happen?  What is your SHA-1?  I checked and nothing 
happened for me at the title screen.

I replicated in LTTP file select without deliberate CPU load (took a while to 
happen). I don't think is game-dependent.

Happens more often under heavy CPU load. Maybe it's your way of reacting to 
slowdown?
Then why am I perfectly capable of running fast-forward significantly faster 
than full speed? Maybe you think you're slowing down when not?

I think it's intermittent stuttering resulting in bad audio.

open a new issue.
