A GUI for Chinese language #26

-A GUI to choose simc.exe path, enter the input strings and some other custom selections for non-programmers. -Translation to some strings shown in the process shell of simulations from English to Chinese. -The skip-question feature is turned on. -Encodings of logs.txt and error.txt are now UTF-8. -Total downloads of this version is about 1,300 by now.

We discussed localization yesterday, and want to get a standardized system using gettext. See https://github.com/SimCMinMax/AutoSimC/blob/master/README.md#localization

If you are interested in porting your translation to that system, we would of then of course directly include your pull request or you could directly adjust the chinese translation.

As also said, SimulationCraft engine (core) itself has no translation capabilities at all. If there really is a strong demand for that, you should discuss it directly in the simc repository as a ticket or on Discord.
