Arcane Surge doesn't benefit from Mastery: Savant #1163

Game Version: 10.2.0 live Build 52393

Description: Arcane Surge damage isn't increased by arcane mage mastery.

Details: Arcane Surge isn't listed in the "Add Percent Modifier" effect of Mastery: Savant.

Reproducible: yes

Howto:

  1. Unequip all your gear
  2. Cast Arcane Surge and note damage done
  3. Equip a trinket that give mastery
  4. Cast Arcane Surge again
  5. Notice that Arcane Surge does the same damage in both case
