Entropic Rift can fall off the map/fail to spawn if the target is not grounded #1200

Game Version: 11.0.2 live Build 56313

Description: When casting Entropic Rift against targets that are not grounded you can bug the rift and prevent it from spawning completely. This is particularly relevant on Rasha'nan in Nerub-ar Palace.

In the clip you can see the player cast Void Torrent but never getting the Rift spawn whatsoever (no buff found either) but did get access to a single Void Blast.

struggling to reproduce at the given moment - Eye of the Jailer inside of Sanctum of Domination was working correctly at least
