Resonant Energy refreshes all debuffs on an enemy, including other Priests #1230

Description: As a Priest with Resonant Energy (Archon) you can cast it and refresh other Priests applications of the same buffs on various enemies.

Logs, Images, Videos resonant You can see in the log above Jaerv's Resonant Energy continues to be refreshed 20+ seconds after his own set of buffs finished. The log is incorrectly assigning this to Jaerv when it was just another ally hitting the same Training Dummy

Reproducible: yes

Howto: Get two Shadow Priests that are Archon spec and cast Halo a bit a part from each other so you can see it refreshing both sets of debuffs.

This was changed recently and now it is only allowing 1 Priest to apply Resonant Energy. If multiple Priests try the 2nd one will never apply. Unsure if the damage increase is shared between people but either way definitely bugged.
