Description:

Adrenaline Rush's -200ms global cooldown reduction is whitelisted to only affect Dispatch, Slice and Dice, Pistol Shot, Sinister Strike, Ghostly Strike, Between the Eyes, and Roll the Bones.

Details:

Adrenaline Rush reduces the global cooldown of certain abilities for Outlaw. However this list of abilities has never been updated so over the years it is now missing a significant amount of spells that may lead to a nontrivial impact on our performance, such as all covenant abilities, and cooldowns like Blade Rush or Killing Spree.

Be Outlaw and use Adrenaline Rush.

Flagging as all specs because this additionally causes issues with the Toxic Onslaught legendary for Assassination and Subtlety Night Fae players. All Rogue abilities on the GCD likely need to be added to this whitelist since it is essentially cross-spec at this point.
