We believe there is no compelling reason for the application to throw an exception in such a scenario.
In terms of the back end, the internal application state is unaffected and the help
command behaviour remains identical regardless of what the user supplies as "arguments" (since those are simply ignored anyway as they do not affect how the help
command executes).
In terms of the user experience, we also think the fact that help
behaves exactly the same way regardless of the supplied arguments should be quite obvious to the average user after a few tries.
Thus we believe that throwing an exception serves no useful purpose here. In addition, this behaviour is inherited from AB3.
