Create an informational site at https://drautb.github.io/simap with automated deploy process.

Change of plans: I created the SimapHQ organization. I want to put the informational site at simaphq.github.io. The site code itself is in simaphq/simap-web, but as part of it's deploy task, I want to move the contents of dist into simaphq.github.io, and commit/push it.

Another change of plans: Get rid of simap-web. SimapHQ is just going to have a Jekyll site at simaphq.github.io.

Still Todo:

[x] Add favicon.
[x] Add background image, see how it looks.
[ ] Add development blog section.
- [ ] Add disqus comments?
[x] Try putting logo next to title.
