Hi,
If you are developing an app, Android supports heads-up notifications starting with Lollipop. If you need your app to support older devices, I have made my Heads-up notifications app open-source, so you can modify it to suit your needs. The only requirement is that you have to follow the terms of the GNU GPL license, see the LICENSE file for details. (Short version, whatever you make also have to be open-source and licensed as GPL.) You can also send me an email if you don't want to make your app open-source, we can probably figure something out.
If you just want to get heads-up notifications for all apps on your device, just install Heads-up and turn it on :)
