setting up backend environment

Proposal: set it up with Typescript

This will have the following benefits:

• Faster development
  • without types - one will have to check the implementation of a function before using it's results
  • with types - VSCode shows immediately what data you receive as results from a function
• Less tests
  • if Typescript is used properly only tests for complex logic will be needed
• More confidence in backend data flows (logic processing, function calls, data piping)
• Frontend will know what data to send and to receive upon communication with the API
