Describe the bug
While using an independent instructor account, I started creating a new section. Canceling it led to the Terms of Service page, and then an error page.
To Reproduce
Steps to reproduce the behavior:
With an independent/non-LTI instructor account, click New Section, then Cancel.
If it's a fresh account, you'll see the Terms of Service page. Otherwise, you'll see Step 3.
You'll land on a Not Authorized error page.
Expected behavior
Landing on the My Courses page, where you originally clicked New Section
