[FEATURE] [MER-3079] Block admin delete a resource referenced by other resource(s) #4969

Ticket: MER-3079

This PR add the feature of blocking an admin from deleting a page that is referenced by another page.

There are two places from where an admin can delete pages: "curriculum" and "all pages". Both has been considered.
