julia compat to 1.6 #221

Bonito depends on HTTP v1.5, which itself requires julia 1.6, so Bonito can't be installed on 1.3.

tests pass for 1.6 locally for me. does "Rate limit reached. Please upload with the Codecov repository upload token to resolve issue. Expected available in 2248 seconds." just mean we need to run CI again?

I removed it for now -.- No idea what the reason is, but I saw this problem in other repositories too
