Per-pixel classifier prototype #27

Propose to try a simple sklearn (pipeline) classifier, demonstrated on predicting the computed snow cover label from multiple band inputs.

Do we think this the 'prototype' is now done? It's merged to master. I note there is another issue (#34) for its optimisation.
