Create a packrat lock file before tagging the release

In the interest of some minimal reproducibility, it would be great to have a packrat lockfile here before we tag the publication release and deposit into figshare. If It's already in figshare, we can definitely update the archive.

There have been some big changes in neotoma in last push to submit paper, all under the 1.0-2 version number. Important that we have a checklist of things to do prior to final submission and in what order so that we try to do our best as regards reproducibility.

Other things off top of head we should do are:

• [ ] If we need to modify or re-run any of the examples, do we re-run the download of data from Neotoma or just use the data when we submitted the first version. If we refresh the data, we must snapshot the data to .rds files and insert code into the .Rmd to load those files if present or freshen directly from Neotoma.
• [ ] Submit neotoma to CRAN.
• [ ] We should snapshot all the data used in the examples, not just the Pinus and Mammal examples (which we've done because they take hours to complete otherwise).
• [ ] Tag repo as Final
• [ ] Submit to figshare or Zenodo (both?)
