< and > can't appear in markup text #4

We might want less-than and greater-than to appear in text (indeed, they do in the DB). Currently, the parser doesn't handle this.

Do > and < not do the right thing? I think raw '<','>' should be avoided in HTML even if some browsers make a best effort to handle them.
