Splat Ruler: Snap Settable Independently from Look #463

Silken Healer suggests: Have an option for the snap strength of the splat ruler. This option should be independent from the option for the look of the ruler (large 3-bar, 3-bar behind terrain, 2-bar).

Let's make an option about the number of pixels of the maximal snap distance.

Implemented in 0.10.11, which released today.

Now, you can set the splat ruler design independently from the splat ruler's snap distance.

New: The 2-bar ruler and the big 3-bar ruler will draw even when they're not snapped. Only the 0.9.4-style-3-bar-ruler ("behind terrain") will only draw when snapped, assuming you keep a snap distance > 0. With snap distance = 0, all three rulers draw unsnapped all the time.
