elementParameters association should not be composition #76

Since the spec says "It is possible for a scenario to overload or augment 
(inherit from) another scenario." then the existence of an ElementParameters 
(and perhaps a ScenarioParameters) does not depend on the existence of the 
Scenario, and therefore the association should not be composition.

Of course, the mechanism by which overloading is to occur must be defined.

It was decided on the September 20th conference call that we would keep it as is
