Set simde dependency for ROS2 Iron as well #218

ROS2 Iron is released on Ubuntu Jammy which has simde available. Adding the conditional dependency fixes the builds

@jcarpent Is this good to merge and then make a minor release? :-) This should fix the issues we've been seeing from the buildfarm since ROS Iron (Ubuntu 22.04 et al) was branched off ROS2 Rolling
