Description

This PR adds the first of the "Anomalist" powers, that of Shadeskip. Upon activation, Shadeskip summons a small amount of living shadows around the caster, functioning almost exactly like a Shadow Anomaly, only smaller.

I wouldn't describe it as useless, it's probably the most immediately combat-useful power in the list. The key here is that it produces a tight cloud of shadow anomaly shadows, which just like the real shadow anomaly, can contain things like mini portals, trees, crystals, shadowcats, etc. Those things can block bullets, or the passage of players. If I'm fighting a nukie, Shadeskip is a godsend against them.
