Enable SimpleITK to choose which Python install to used based on SKBUILD being defined.

I was able to get the packaging to work with SimpleITK/SimpleITK#84, by propagating this variable in the SimpleITK superbuild as well: https://github.com/SimpleITK/SimpleITK/pull/84/commits/67944f767d4526726f604d899925dc16dd6cf2ed
