Addresses tools issue #65 #66

Changes restore_all_settings label displayed to "Apply all recommendations"

This is aimed at https://github.com/SimpleMachines/tools/issues/65 The idea is solid, I'm not familiar enough with the script's insides to say if the changed description is accurate - But it does sound like an improvement to me. @sbulen Would you take a peek at this? :)
