Does CalDAV sync copy a calendar to local storage somewhere?

Is there a way to create a new (not google or online) calendar?

yeah, caldav creates local event copies which we copy into our app. You can create online calendars in any service supporting CalDAV protocol, it doesnt have to be Google related at all.
