what is the best service that host for free?

Uptimerobot (or any other pinging service)(better option for Repl or other Online IDEs) or Heroku. Else go for paid services. For pinging service, you will have to add a Https ping code for using pinging services.

does heroku offer 24/7 for free?

Heroku gives 550 dyno hours for free l, after that you need to pay. Heroku has an advantage that your bot's ping will remain below 30ms.
