Related to #229

Adds Complianz integration and also the code for configs to work on both versions.

[x] Install Complianz plugin
[x] Configure it to be used for cookies
[x] Add a Complianz block on a page that will be shown only if the cookies are accepted
[x] Add a Cookie Policy page with Complianz block
[x] Run export
[x] Test the site with the Complianz cookies
