Add Use Environment option; save workspace to suo file #1

Add Use Environment option, so p4 will use whatever settings you set up with p4 set.

Save selected workspace to the suo file.

I don't know why Git thinks Commands.cs has entirely changed. It's probably that stupid newline thing. Really sorry about this.
