How do you actually run this? `yarn dev` doesn't show me an app or anything. http://localhost:9080/ doesn't show anything

nothing launches. what is SUPPOSED to happen on yarn dev?

How can I reproduce this problem?

download fresh repo, yarn install, yarn dev

opposite problem, no visuals

NPM version: 7.5.3
vue-cli version: (if necessary)
Operating System: big sur 11.2 on macbook m1 air
