Use an environment and deploy from GitHub to GCP.

FYI @gnopik now everytime a new commit is pushed on main, there is an automatic deployment of the Dashboard 😃 It happens all on GCP side. Of course, you can still deploy locally from your machine. There are some bits of info in the CONTRIBUTING.md.
