Our django stack is a little old, django rest framework have new versions. We should spend time to upgrade in the future as funding comes.

Changes that should be done for all the update

Change delete related policy in models, it is now required
update django hvad to fix some issue
Django rest framework now have API docs tools build i
- our URL scheme are not friendly at creating API docs
- Most API uses language header for setting language
- we should use REST client to test instead of browser anyway

Django 1.9 reach end of extended support. Need to upgrade soon

update django-hvad and rest framework, then django but do not update to 2 but 1.11 first.

Update to 1.11 first as 1.11 is LTS which have 3 year support
