Add Plone namespace strings #62

The patch pulls in the addon strings in XML files under plone namespace. These strings are loaded into the plone before the core localization are loaded.

Changes:

  1. Add plone.pot
  2. Syned localization for Khmer and English
  3. Cherry picked translation for khmer.
